  17. <p>     Why do Congressmen keep on speechifying for hire? The
  18. House now prohibits members from pocketing such fees, and the
  19. Senate is on the verge of adopting a similar ban, but
  20. legislators won't clam up. They have found a censure-free use
  21. for the money: donate it to home-district charities. Democrat
  22. Dan Rostenkowski of Illinois is a master at sharing the
  23. largesse, using it for inner-city children's programs, among
  24. other good works.
